Room Tenants Housing Cost Allowance

As a room tenant you may send in an on-line application for a Room Tenants Housing Cost Allowance (Tegemoetkoming Woonlasten Kamerverhuur; TWK)

Introduction

Are you renting a room and do you share facilities like a bathroom, toilet or kitchen with other residents? And are municipal taxes (waste collection and sewerage charges) included in the rent or service charges you pay? Then you can apply for the Room Tenants Housing Cost Allowance (TWK) from October 1, 2025, to December 31, 2025. 

Conditions

You must comply with the following conditions for 2025:

  • In 2025 you rented a dependent housing unit in the municipality of Delft during the entire year. It concerns a house in which you share facilities like a kitchen, toilet and shower with other tenants
  • You have a minimum income and limited assets
  • You may apply for an allowance only for costs on-charged to you
  • Your rent also includes municipal waste collection and sewerage charges (Rioolafvoerrecht en Afvalstoffenheffing)
  • The municipal charges relate to the current year
  • You can prove that the municipal charges are included in your rent (by way of a specification of rent or tenancy contract)

Income 

Your income must not exceed the social minimum (social assistance benefit level; bijstandsnorm). Basis for assessment is your income over January 2025.

Evidence

  • Copy of ID
  • The tenancy contract for the room you rented in 2025
  • Specification of your rent or a notice of a rent increase stating the municipal charges included in your rent
  • Recent bank statements from yourself and/or your partner showing the last rental payment
  • Financial annual overview 2024 from your bank (payment and savings details)
  • You must submit your salary slips from January 2025. Or you can submit your student finance overview from DUO as of January 1, 2025. This overview must show the amounts you received monthly. This includes the basic grant, supplementary grant, interest-bearing loan, and tuition fee credit. You may not submit bank statements of annual statement for 2025.
  • Policy of your health insurance for the year 2025
  • Overview of your payment details of student finance (DUO) January 2025, (overview of balance of loans and college credit)

If applicable, include the following additional documents:

  • Car registration licence and date of registration in your name
  • Portfolio overview of shares/options packages/investments by the end of 2024
  • Proof of 2025 housing allowance being granted by the tax department
  • Proof of 2025 healthcare allowance being granted by the tax department
  • Decision on repayment obligation of tax debts 2025 and/or debt overview of other debts including supporting documents
